Marijuana Paraphernalia Is No Longer A Crime In Maryland

Being in possession of drug paraphernalia such as rolling papers or a pipe is no longer a crime in the state of Maryland. The General Assembly, led by the democratic party, overturned five of Republican, Governor Larry Hogan’s vetoes last week.

The result is that a bill making possession of drug paraphernalia a civil offense and setting a fine for smoking marijuana in public will become law.

Before the veto, being in possession of drug paraphernalia, a person could face criminal misdemeanor charges for the rolling paper or pipe. However, possession of small amounts of marijuana is only a civil violation thanks to the bill that passed in 2014.

“This bill is a correction to what we passed a couple years ago” said Sen. Robert Zirkin, one of the Baltimore County democrats who sponsored the bill.

The veto has disappointed Republican Maryland lawmakers.
